Belgian law states that all vehicles circulating in the country must be insured for vehicle liability. This obligation is applicable not only to owners of vehicles registered in Belgium but also to all foreign vehicles wanting to circulate in Belgium.

Foreign vehicles do not necessarily comply with Belgian law. This is an important concern. Either the vehicle is non-insured or the insurance contract that is valid in the country of origin does not totally comply with Belgian law. In these circumstances a single measure is to be applied: Drivers must insure their vehicles at the border in order to comply with Belgian law.
This measure would be conceivable for unisured vehicles. However, this would be difficult to accept for drivers who in their home country paid a premium that covers their liability. Nevertheless this would have been the solution if the green card system didn't exist.

The green card system has two objectives : firstly to facilitate international traffic and secondly to ensure that all victims of a road accident caused by a foreign vehicle are compensated in compliance with the law in the country of occurrence.
With this system, the international insurance certificate or green card certifies that the obligation of insurance is respected in compliance with the country visited.

Countries who wish to adopt this system must first of all create a central Bureau and the legal environment.

Hence, the articles od association of the Belgian Motor Insurance Bureau state :
"In compliance with art 19bis-1 of the third party liability (TPL) motor insurance act of 1989, a national insurance bureau is constituted by all insurance companies undertaking TPL motor insurance in Belgium
".

Given the above, this implies the following missions :

I. To provide undertakings authorised to conduct TPL motor insurance business in Belgium with international motor insurance certificates (Green Cards). In practice, the Bureau provides a single model of the Green Card, and informs the member companies of changes and additional countries adopting the Internal Regulations between Bureaus. However, the member companies are authorised to print the Green Cards themselves.

II. To conclude agreements with the other Bureaus, in order to facilitate compensations arising from accidents caused by foreign vehicles.
